The Student Support Services department is designed to meet the supplemental needs of students ages birth through 21 years striving for success. The ways in which the staff meets those needs varies. Whether a student with a disability condition is receiving intense 1:1 therapy, group immersion for remediation or 30 junior high or high school students who are enjoying a 3-day Natural Helpers retreat, the goal of the program remains the same...STUDENT SUCCESS.

The department is funded from different State and Federal sources, i.e., Special Education, Learning Assistance (LAP) and Title 1 Remediation Programs, Safe and Drug Free Schools, Highly Capable Talented, Title V Libraries and Bilingual education dollars. These funding sources are blended wherever appropriate to impact the largest number of students.

The number of children who benefit from Support Programs is a growing number. In all cases we try to promote self-confidence and self-esteem.... characteristics which help students strive!

Though there are a number of activities that support district staff, the primary focus remains to be the student. If you have any questions, do not hesitate to call our offices at 684-7875.

Mission Statement

The mission of the Support Programs department is to support all students and staff in providing supplemental educational services for students. The desired outcome of such services is to assist students to realize their full potential, develop and maintain their highest esteem, and become life long learners.

Objectives

  1. To provide services that will ensure successful, happy children in the school environment.
  2. Develop integrated program delivery models that ultimately support students in regular classroom studies.
  3. Develop fiscal resources and programs to help students and staff meet educational goals and training.
  4. Provide supplemental resources to buildings to meet the needs of their students.
  5. Provide resources to the district administration to better serve the needs of their individual schools.
  6. To provide services that result in a safe and equitable learning environment.

Programs

Remedial/Learning Support Center (LSC) Classroom/Special Education

The Remedial, Integrated and LSC program is an assistance program in which students can receive individual, small group or whole group instruction in their regular education curriculum areas and with specially designed instruction. These programs are offered in all schools in the Colville School.

Emotional/Behavior Intervention in Special Education

The purpose of a behavior program is to offer interventions and lessons centered on appropriate classroom behaviors and the secondary purpose is academic success. These students can qualify under State statutes as Emotionally Behaviorally Disabled or have another primary disability with related behavior concerns. The staff in these programs works either in the classroom or in Special Education Rooms, dependent upon the child's needs. These programs are offered in all schools within the Colville School District.

Programs for Students with Significant Disabilities

These programs are designed to offer supplemental programs to students whose developmental delays would prevent them from being successful in the regular classroom. They will receive supplemental services in Structured Learning Center's (SLC) and be placed in the regular classroom for areas they will be successful in.

Developmental Preschools

There is one preschool available in the Colville School District. It is based on chronological age and developmentally appropriate levels of children. This preschool, for ages three to five years old, is a developmental preschool that offers a center-based model for children to participate in a developmentally appropriate classroom and receive direct therapy services from certificated and classified staff. This program is located at Aster Elementary School.

Speech, Hearing and Interpretive Services

The Colville School District offers speech, language, hearing screening and assessment services, as well as direct therapy for identified speech, language, and hearing delayed students. In addition, the Colville School District has a number of interpreters employed for interpretation of American Sign Language and Signing Exact English, as well as offering sign language courses at the high school level.

Motorical Therapy Services

Students identified under state statutes as needing physical or occupational therapy services may receive such services in this school district. The Colville School District offers a registered physical therapist, a registered occupational therapist, and physical/occupational assistant time.

Counseling and Psychological Services

A variety of psychological and counseling services are offered through the Colville School District. Psycho-educational assessments can be requested for students who appear to be experiencing significant failure in the educational setting. Counseling services, both group and individual can be accessed through our school psychologist or school counseling personnel. The members of this division are also acting as the Crisis Intervention Team for the Colville School District.

Drug/Alcohol Programs

Drug/Alcohol programs are fiscally coordinated through the Support Programs office. A variety of programs exist throughout the K -12 system, and Michael Cashion, Drug/Alcohol Coordinator or individual building principals could be contacted. Some of the programs are Pumsy, Caring Days, Quest, Project Aware, Natural Helpers, DARE, and the Ropes Challenge Course.

Home-Hospital Instruction

The Support Programs will provide a tutor for any student who is unable to attend school due to a medical condition as per State criteria. The student will need to be unable to attend school for a minimum of four weeks to qualify for this program.

Violence Prevention and Intervention

There has been an area of focus by the state office to provide schools with resources to enhance efforts to make our school campuses safe and violence free. These efforts have come in the form of competitive grants. The grants have ranged from $8000.00 to $54,000.00 for districts our size. It will be this office's responsibility to work with the building(s) in securing those resources at every opportunity. In addition, the monitoring, administration and use of the grants will be the responsibility of the Student Support Services Office.

Personal Rights Violations and Inquiries (Harassment)

The Colville School District has three administrators specially trained in inquiry and investigation of human rights violations and harassment of staff to staff, staff to student, student to staff and student to student situations. Those Administrators are the Superintendent, the Administrator in charge of Personnel and Finance and the Deputy Superintendent in charge of Student Support Services. It will be the responsibility of these administrators to investigate exhaustively all allegations of violations in these areas as assigned by the Superintendent

Student Disciplinary Appeals

The Deputy Superintendent will be the Hearing Officer liaison to the buildings, when assigned as such by the Superintendent. All appeals will be in strict accordance with Washington Administrative Code 180-40, dealing with removals, suspensions, and expulsions. The appeal to the district office administrative level may, by definition, be appealed further to the Colville School District Board of Directors and therefore, all appropriate information of such actions will be withheld from the Board to prevent compromise, contamination and bias.

Title V

Title V are federal enhancement funds that may be used for a variety of areas. The District has elected to use this to enhance our libraries in all the buildings. The Accelerated Reading Program is being purchased and updated K-12 with these funds serving all students.

Highly Capable and Talented (HCT) State Funds

HCT receives about $7.00 per student FTE in the district as a whole. The Washington Administrative Code states that the children must qualify by being in the superior range of achievement in the following areas:

  • Cognitive ability (Intelligence, top 10%)
  • Academic achievement in one or more of the following:
    • Reading
    • Mathematics
    • Social Studies
    • Language Arts
    • Science (top 5%)
  • Evidence the student demonstrates behavioral characteristics for exceptional creativity.

That comprises about 2% of the total school district population.

Parent permission is required. Final selection will be by a Multidisciplinary team of Counselor/Psychologist, HCT instructor and administrator where appropriate.

Bilingual Programs-65, State

Bilingual programs are for Non-English speaking students or students who are less than fluent in the use of the English language.

To qualify students takes the Language Assessment Scales (LAS) dev. If they score significantly low, then they qualify for two years of service before they have to re-qualify. During their service time, the Washington Language Proficiency dev will be administered to see how they are progressing.
